How to Specify and Source Dried Chilli for Food Manufacturing
A dried chilli specification is more than a heat level. This guide lays out the full chain — from variety and origin, through form, mesh and moisture, to food safety, packaging and supplier qualification — so you can write a spec that produces the same product every batch.
The core things to specify
- Variety (or SHU window) — "Sanying, 20,000–50,000 SHU", not "hot chilli".
- Origin / growing region — variety performance varies by region.
- Form — whole, flakes, segments or powder.
- Mesh size — 60–80 standard powder; 20–40 flakes; 100+ smooth sauces.
- Moisture and water activity — under ~13% moisture, low aw.

Why "chilli powder" is not a specification
Heat, colour and flavour vary independently between varieties. Two powders can both be "chilli powder" yet sit 40,000 SHU apart. The variety, origin and the SHU window are what pin the product down — and they fix the trade-off you cannot otherwise control.
Origin and growing region
The same variety grown in different regions can differ in heat, colour and size — water stress and climate shift capsaicinoid and pigment production. Naming the region (for example, Sichuan for Erjingtiao, Gansu for Jinta) is part of the specification, not a footnote. It is also what lets a supplier hold a batch consistent crop to crop.
Form: whole, flakes, segments or powder
- Whole pods — longest shelf life, slowest colour/aroma loss; used for display, grinding at destination, or rehydration.
- Flakes / crushed (20–40 mesh) — visible texture; retain aroma better than fine powder.
- Segments — mid-size pieces for sauces and blends.
- Powder (60–80 mesh) — even dispersion and smooth mouthfeel, but faster colour and aroma fade due to surface area.
Form is a flavour and shelf-life decision, not just texture — a fine powder oxidises faster than a whole pod, so choose form against your lead time and storage.
Mesh and moisture — the two people forget
Mesh controls particle size and how evenly heat and colour disperse. Moisture (under ~13%) controls shelf life and clumping. Water activity is the better safety indicator than moisture alone — a product can read acceptable moisture yet still have high free water. Both are cheap to get right and expensive to get wrong.
Heat, colour and the independent dimensions

Food-safety parameters
A spec that ignores food safety will fail at the border. State the mycotoxin, pesticide, microbial and heavy-metal limits for your target market — the EU, for example, caps aflatoxin B1 at 5 µg/kg and total aflatoxins at 10 µg/kg for dried chilli. These limits differ by market, so the destination belongs in the specification.
Packaging, shelf life and storage
- Packaging — kraft bags, cartons or vacuum; moisture-barrier for long transit.
- Shelf life — typically 18–24 months under correct storage; colour fades with oxygen, light and heat.
- Storage — cool, dark, dry, sealed; storage is part of the spec because it is where colour and aroma are lost.
A worked example specification
Everything is pinned: variety, origin, heat, texture, moisture, safety, colour and packaging. A supplier who sees this can quote accurately; a supplier who sees only "chilli powder" has to guess — and a guess is a batch that changes every order.
Batch consistency, COA and sampling
A specification is only as good as the verification. Request a lot-specific COA — a certificate of analysis showing the measured SHU, ASTA, moisture, microbial and mycotoxin values for the lot you are buying, not a range copied from a catalogue. Agree a sampling protocol and retain samples; this is what turns a written spec into repeatable product.
Supplier qualification and factory audit
Qualify the supplier before the order: ask for food-safety certification (HACCP, ISO 22000 or equivalent), traceability from growing base to finished lot, and — for large programmes — a factory audit. Shipping, documentation and import
Chilli ships by sea or air; the choice is a lead-time versus cost trade-off. Prepare the import documentation up front — commercial invoice, packing list, COA, phytosanitary where required, and any market-specific certificates. Confirm the destination's contaminant limits before you book, not after the shipment is held.
OEM and private label
If you sell under your own brand, specify the packaging, grind, blend and label as part of the order. OEM/ODM lets you fix a private recipe and packaging format; the same specification discipline applies — the difference is that you now own the brand on top of the spec.
The three mistakes that change your batch
- Specifying "hot" or "mild" — no SHU window means the supplier picks a variety, and it will drift.
- Forgetting moisture and water activity — invisible at quotation time, they ruin the batch later.
- Specifying heat and colour but not variety or origin — you cannot optimise all three independently; the variety and region set the trade-off.

Position: In my view, most chilli sourcing failures are specification failures — the buyer names a heat level and leaves the other six parameters to guesswork.
Reasoning: Heat, colour, texture, safety and shelf life each drift on their own when unspecified. A one-line spec that names variety, origin, form, mesh, moisture, SHU, ASTA and the market's food-safety limits costs nothing to write and saves a failed batch. The buyers who get consistent product are the ones who specify all of it and then verify with a lot COA.
